You can buy piping gel pre-colored at most grocery stores. You can also buy it uncolored at some craft stores and most cake supply shops.
If you buy the clear piping gel you color it yourself with either liquid food coloring that you get at the grocery store or paste food colorings that you will find at cake supply and craft shops. I am lucky to have a Michael's Craft store and a Jo Annes right down the street. They both carry Wilton wedding cake supplies.
You can also get your cake decorating supplies online.
The advantage of coloring it yourself is that you will have more control. In the case of the stained glass cake you will want the gel to be light to medium coloring. The reason for this is that it needs to be transparent to give the illusion of stained glass.
